In all sectors of final energy consumption in Serbia (industry, construction and transport), there is a obviouslya several years long lagging in terms of energy efficiency. The lag is evident particularly in comparison to the developed European countries. The current legal framework is not sufficiently binding for energy consumption in terms of increasing the energy efficiency. Hence, the state has to make low on the Rational Use of Energy in the future in order to enable the realization of the identified technical measures that are priority. Increasing of energy efficiency has to be permanent process in all sectors of energy consumption, as it is the case in all prosperous countries. For that purpose, the law should more precisely define the duties of all energy subjects from different sectors in terms of energy efficiency. The law should contain qualitatively new solutions, such as it is the obligation to determine the current state of energy consumption in industrial corporations annually, and the obligation of a corporation in case of excess the prescribed maximum level of consumption as well.
In order to influence the development of this branch the '' Construction cluster Šumadija and Pomoravlje“was formed, and it defined the target group of clusters within the sektor analysis, as one of the operational objectives for 2011. The improvement of energy efficiency in buildings and appliances, of transport and industry, of electrical and thermal energy sectors is basic and long-term primary task. Buildings are among the largest consumers of energy in Serbia, they account for 50% of total consumption,so the use of the concept of "sustainable building", that involves the use of quality materials, energy efficiency and environmental protection, becoming inevitable. "Sustainable Building", that is one of the most important segments of sustainable development, implies more modern ways of waste management, thermal protection of exterior elements of the building, a favorable orientation and the use of solar energy. There are also bioclimatic principles, the application of renewable sources of energy, energy planning and management. Buildings constructed in Serbia during seventies and eighties of the last century, at the time of intense growth of the housing fund, are characterized by poor insulation and high consumption of energy per one square meter, while newer buildings are constructed with better insulation. In Serbia, residential buildings spend between 150 and 200 kilowatt hours per square meter, annually; and the public buildings up to 300 kilowatt hours.

Cooperation with supportive institutions that provide significant support to the cluster enables making contacts with strategic partners - customers, suppliers, investors, donors, accompaying scientific and development researches, studing, projects and consulting.
Supportive institutions shows clear attitude in supporting construction sector in the region of Šumadija and Pomoravlje, by their involvement and engagement to the project while they achieve their goals at the same time, and their part and identification are the necessity of the regional development, contributing to the improvement of the business system environment, defining and implementing projects that contribute to the development of the economy and society in the region of Šumadija and Pomoravlje.
