Innovative standardized project of mini solar plants of 30KW.
General information:
- According to the European trends related to environmental protection and use of renewable sources of energy, Serbia excepted an obligation to carry out implementation of directive plan 2001/77/EC on promoting production of electrical energy from renewable sources of energy.
- Ministry for Urban Planning, Physical Planning, Mines and Energy has brought an appropriate legal regulative and some other regulations which can control installation and connection of renewable sources of energy to energetic network of Serbia.
- Among all these things, Ministry brought decision on subsidized price of electric energy (feed-in tariff) for users who want to install photovoltaic systems and thus unload energetic system, whereby can get a privileged producer status.
- By wanting to participate in development and use of renewable sources of electric energy, members of Construction Cluster of Sumadija and Pomoravlje decided to realize this project of solar power plants and offer that system to interested investitures by the system "Turnkey". Starting from getting previous conditions, trough making project documentation, concluding with realization of the project and putting solar power plant in use.
- IN PERIOD FROM 01.2013. UNTIL TODAY MEMBERS OF CLUSTER IMPLEMENTED FOUR MINI SOLAR POWER PLANTSTO 30 kW.
PROCEDURE OF BUILDING MINI SOLAR POWER PLANT (TO 30 KW installed power)
Collecting necessary documentation at the local level :
1. File a claim at competent service of local government for getting information on location so that conditions could be defined for installing solar planned power plant on the roof of the existing object.
- The request shall be accompanied by copy of the parcel plan.
- If the solar plant is built on the new object rather than on existing, construction permit is required.
2. File a claim at competent service of local Electric Utility for issuing technical conditions for projecting and installation the solar power plant at specified location with planned power of future plant.
- With the request should be attached information on location, the copy of the plan and parcel owner's certificate.
3. After obtained technical licenses and location information (or construction permit)follows realization of the project's documentation according to defined conditions and regulations of EPS.
4. Request for gaining temporary status of privileged producer should be delivered to Ministry of Energetic and Mines on standardized forms. With the request shall be submitted:
- technical conditions for projecting and installing mini solar power plant by the local Electric Utility
- location information (or construction permit) for mini solar power plant, issued by the local government
- bank guarantee on the amount of 2% of the estimated value of project documentation

5. After getting the decision on the acquisition of permit temporary status of privileged producer of electrical energy, project documents should be delivered to the local Electrical Utility to obtain approval.
6. After getting the approval for project documentation, follows arranging the construction works and building mini solar power plant.
7. After construction of solar plant local Electric Utility requires technical acceptance, based on which will be issued:
- decision on approval for connection on Electric Utility's network and control of measuring point.
8. To Ministry of Construction and Mines is delivered request for getting the privileged producers status, on standardized forms. Whit the request should be submitted:
- Completed form O-1.
- Previous decision on getting temporary status of privileged producer of electric energy from Ministry of Energetic, development and environment
- Decision on approval for connection
- Approval of control of measuring point
- Record on controlling the connection, measuring point and installation, on the form OF-C-014
- Location information (or construction permit) for mini solar power plant, issued by local government

9. Request for purchasing electric energy must be delivered to EPS doo Belgrade with the same necessary documents as for Ministry of Energetic and Mines.
10. EPS doo Belgrade enter into a temporary contract, with the producer, on purchase electric energy at economic price of purchase which was valid in previous period.
11. Ministry of Energetic and Mines brings decision on getting the privileged producer of electrical energy status.
12. EPS doo Belgrade on the basis of decision from Ministry of Energetic and Mines submits a request to enter into a contract for purchasing electric energy by subsidized price for a period of 12 years.
